Designing the new Library and Student Learning Centre for Bay of Plenty Polytechnic follows the client's Directional Campus Plan, in which Chow:Hill's design team played an instrumental role. The building is the first of a number of new facilities within the plan and is presented as a catalyst for future development.

The two-storey structure accommodates the library, learning support centre and student café, and was designed to act as a beacon and gateway to the whole site. The design of the building and its sweeping roof forms reflect its links with the land, the sea and local culture.
