How putting people first increased work engagement and performance

When a regional council  faced the challenge of bringing together a diverse workforce spread across multiple offices, we partnered with them  to redefine how their teams could work, connect, and thrive under one roof.

Challenge

With departments ranging from Legal and Urban Planning to Engineering, Finance, and Marketing, the council wanted to consolidate its operations into a single, purpose-built facility. The goal was clear: to strengthen  collaboration and cohesion, improve productivity, and create a workplace that would attract and retain top talent. With the organisation’s steady growth, future expansion also needed to be planned for from the beginning.

Our approach

Our process began with listening. We undertook detailed research and analysis into the council’s culture, workflows, and spatial requirements, conducting stakeholder workshops and organisational assessments to understand both individual and collective needs. Through this collaboration, we co-developed New Ways of Working, five guiding principles designed to nurture an inclusive, dynamic, and connected work culture. These principles shaped how people worked, interacted, and shared the space. They became a foundation for onboarding new staff, promoting a shared sense of purpose and belonging across teams.

Outcomes

The outcome was a strategic workplace framework endorsed across the organisation, which later was used by the council ’s interior design consultants to create innovative, flexible spaces that enabled collaboration and autonomy equally.

The strategy successfully balanced diverse operational needs while improving efficiency and morale. What emerged was a cultural transformation grounded in people, purpose and connection.
